Committee, I was one of the few members who attended the last AGM when it was agreed that we would each rotate through a duty of checking for membership on the beach. Following yesterday's numbers on the beach I think it is now time to formally implement this plan. All the regulars were complaining about the crowding on Sunday, me included. It was for good reason too. I counted over 130 kites (excluding kite school). That is simply too many for safe kitesurfing and for other beach users. I had a beginner (being taught by her boyfriend) put her kite through my lines, dived on 2 kites which were out of control on the beach and refused to launch a kitesurfer because he was not a member. This will take us back to the bad old days, reminiscent of the threat of a ban and council battles, which you all fought so hard to avoid. I am also surprised to be seeing Phil allowing kitesurfers to turn up for the day without membership (I'm referring to posts on this forum). This could be taken as an open invitation to flout the membership rule. I'm looking forward to winter, so the crowd thins out but I do believe the club needs to try and enforce the rules and membership before next summer. Can I suggest some actions as a proposal for the next AGM (or EGM): 1. We review the membership numbers. 2. We draw up a rota for regular and willing members to run membership checks. Either randomly or at weekends when there is good winds forecast and therefore likely to be busy. 3. The HKA jackets and a current membership list is available in for this duty checker to use. 4. Day tickets and Kite Limits. We need some form of day ticketing for kitesurfers found without membership. - However, given yesterday's crowding, we need a rule that if there are more than say 50 kites (number to be determined), no day tickets for that day are available and only members can kite.
- Day tickets can only be issued on proof of BKSA or valid power kiteing, 3rd party insurance.
- Day ticket costs - £5.00 for all. This is a reasonable cost which is not too expensive but is costly enough to prevent abuse by repeated day ticketers who should otherwise join the HKA.
- Day ticket is for use of Hayling for a day's kitesurfing only - it is not for local insurance etc.
5. Running this day ticketing and checking scheme will require some additional equipment: - Membership lists (in splashproof folder)
- HKA jackets
- Waterproof bag (Ortlieb type) for:
- Cash box
- Day tickets
- Membership application form
- Beach flag denoting the HKA Safety/Committee (the committee/duty checker needs an 'official' presence on the beach)
6. The duty checker only needs to spend 30 mins checking - it shouldn't be an onerous task and could be swapped between the regular members on the beach on that day. |

we always new this day would come but ristricting numbers is a dificult issue to tackle after all the HKA was set up to ensure the beach was open to all and not a costly private club like west whittering
